Joe has been working for several years to encourage WSDOT’s regional administrator to lower the requirement that the old water line in SR 162 must be removed when a new line is installed. Finally, a successful agreement has been reached that will save Orting $2 million in future expenses.

European Study Tour Proposed by Joe

Joe represented 17 western states on AASHTO’s R/W committee. He proposed and co-chaired a study tour of the best right of way practices in Norway, Germany, the Netherlands, and Engeland. Just one of the ideas brought back saved just under $6 million on the first project.
